Public Meeting Regarding the Final Draft Feasibility Study and Proposed Plan
The Montana Department of Environmental Quality (DEQ) held a public meeting about the proposed plan to clean up the contamination in the soils at the Bozeman Solvent Site as well as DEQ's proposed final remedy for the soils at the site on March 9th, 2011 in the Gallatin County Courthouse Community Room. DEQ gave a presentation regarding alternatives for cleaning up the contamination, and a question and answer period followed. DEQ also accepted public comment on the Final Draft Feasibility Study and Proposed Plan for the Bozeman Solvent Site documents from February 28, 2011 until March 29, 2011. The Bozeman Solvent Site includes the Hastings Shopping Center (formerly Buttrey Shopping Center) and extends north of the East Gallatin River. Solvent-affected ground water was discovered in 1989, and the site has been monitored on a regular basis since. The contamination is the result of an inadvertant release of dry cleaning fluid to the subsurface. Soil and ground water at the BSS have been contaminated with PCE (perchloroethylene).
Controlled Ground Water Area & Monitoring
The Montana Department of Natural Resources & Conservation (DNRC) created a controlled ground water area as a result of the contamination at the site (effective date July 1998). The general location of the controlled ground water area is from West Main Street between North 20th and North 11th Streets in Bozeman, and extends north of the East Gallatin River to the Riverside Golf Course.
Drilling and installing water wells within the controlled ground water area is prohibited without receiving a permit from DNRC.
Ground water monitoring has involved domestic wells (residential and business) as well as a network of monitoring wells. Monitoring activities are conducted by ATC, Inc. on a semi-annual basis. Monitoring activities include: Depth to ground water measurements, ground water field parameter measurements for dissolved oxygen, oxidation-reduction potential, temperature, pH, and specific conductance; and ground water sampling for volatile organic compounds (VOCs).
